Safety Managment Systems Training
QualaTech consultants have extensive Canadian and international aviation experience and have held senior posts with the International Civil Aviation Organisation (ICAO), International Air Transport Association (IATA), leading aviation operations, systems and service companies; and international airport and civil aviation authorities.
It has been shown that as many as 70% of all accidents are attributable to human causes. Indeed the true accident, namely, something that cannot be foreseen, is relatively rare. A rigorous approach to safety management combined with adequate and appropriate training will contribute to a significant reduction in the possibility for errors and accidents.
QualaTech Aero-Consulting has strong experience and credentials in human factors and training. Our consultants have undertaken Transport Canada and other training courses in human factors and training techniques and carried out many consultancy assignments with significant human factors content. In addition the development and delivery of training courses forms an important part of our past, current and planned business.
Safety Management
The QualaTech Aero-Consulting expertise in safety management reflects the importance attached to this discipline by the International Civil Aviation Organisation and regulatory authorities worldwide. During recent years, requirements for a proactive and rigorous approach to safety management have been extended to cover not only aircraft operations and airworthiness but also airports and air traffic services. Concurrently, the ICAO Universal Safety Oversight and Audit Program (USOAP) was strengthened and extended 2003 to cover all the aforementioned aspects of civil aviation.
The safety management requirements are of special importance to airport authorities, given the recent changes to the Standards and Recommended Practices (SARPs) of ICAO Annexes 11 and 14 and the consequent requirements to certify airports and introduce formal Safety Management Systems. These changes to ICAO SARPs and the Universal Safety Oversight and Audit Program (USOAP) have led to the requirement for airports to implement safety management systems.
The need for the development and successful implementation of safety management systems will undoubtedly place great strain on many airport operators who may be used to an ad hoc approach to safety management. Many airports, operating on restricted budgets and without large reserves of available expertise, will particularly feel this strain.
With these issues in mind, QualaTech Aero-Consulting has developed an Aerodrome Safety Management System for airports that: · Is practical, pragmatic and workable
· Will fit into the framework of the management and operational procedures of a small airport
· Is sufficiently robust to satisfy ICAO criteria
· Will provide in depth training to airport personnel

Ramp accidents cost airports and the aviation industry several billion dollars per year world wide, due to damage to aircraft, property and equipment. Systematic safety management can bring about significant improvements in this area.
Capabilities and Consulting Experience
Our services focus on employee involvement because safety, like quality, is a goal more easily met if it is integrated into daily operations as a shared responsibility. Experience of or consultants includes: Safety Management System for the Victoria International Airport.
Kelowna International Airport, Regina International Airport, Ganda International Airport - to name a few.
· Development and implementation of a safety management system for Victoria International Airport (The first in North America)
Team leader of the European Commission audit team to audit and monitor the implementation of a new air traffic management system for the six Central American Republics and provision of management and organisational advice to COCESNA (Central American Air Navigation Services Corporation). This included major human factors and safety issues.
· Evaluation of the Safety Case of the long term operating plan for Sydney International Airport, Australia
· Regulatory requirements and safety management guidelines for air traffic management for the Civil Aviation Administrations of Latvia and Poland
· Implementation of a commercialised ATC organisation for the Czech Republic and re-organisation and automation of the aeronautical information services (AIS). Provision of management, quality, safety, financial, institutional, and commercial workshops to the staff of Czech Air Navigation Services. This involved significant human factors issues
· Assessment of collision risk and associated tack structure development for North Atlantic aircraft operations
· ATM and airport safety, re-organisation and commercialisation in Australia, Canada, New Zealand and Korea and other States
· Safety Validation study for EUROCONTROL for change to 8.33khz channel spacing
· Advice to Vancouver Airport Services on airport projects, training and safety.

Keith Green began his aviation career in the late 1970's as an Aircraft Maintenance Engineer (AME), initially, working with several Canadian companies on various aircraft types. He subsequently worked overseas for several of the world's leading international airlines, both as an employee and independent contractor, gaining valuable experience in Maintenance Engineering, Quality, Production and Management. On his return to Canada he was appointed quality manager for an aerospace manufacturing organisation. In the mid -90s Mr. Green joined the British Columbia Government Air Services (BCGAS) Quality/Production department and was seconded as a Policy Technical Analyst to the Provincial Government.
