Creative Consulting (CC), operating since 1993, is an Aboriginal company. The president, Mr. Chaput is Métis, and speaks English, French and Michif-French. CC has been associated with Ernst and Young and KPMG LLP in Eastern Ontario. Mr. Chaput has eighteen years of facilitation and consulting experience including: four years as lead consultant for Métis Organizations in Ontario and at the national level and nine years in the delivery of training for strategic planning to assist Aboriginal organizations and communities to organize around clear end results. Mediation and Facilitation
• Canadian Métis Council 2007 – Managed the Greater Hamilton Area Survey of Aboriginal Services to determine the gaps in service delivery to Aboriginal clients and the feasibility and interest among agencies to collaborate in the development of an Urban Aboriginal Strategy.
• Windrush Energy 2007- Consultation with Six Nations Confederacy, Saugeen First Nation, Mohawks of Wahta, Nawash First Nation, Huron Wendat concerning their possible interests in the Haldimand Tract at the site of the proposed erection of 12 wind turbines by Windrush Energy.
• Metis Artists€™ Collective – March 2005 – Series of Workshops on Governance and Strategic planning for the Board and some members of the organization.
• Native Canadian Centre of Toronto – June 2005 - Research and report on the feasibility of establishing an Aboriginal Development Corporation and an Aboriginal Capital Corporation in Toronto.
• Aboriginal Tourism Canada – March 1, 2005 – Hull Quebec. Co-facilitation of the strategic planning session to inform the preparation of an Aboriginal tourism industry submission on the National Tourism Strategy. Through small-group and plenary discussions, the participants articulated Aboriginal tourism issues and provided recommendations on national and regional approaches to address opportunities.
• Life Long Learning Sectoral Sessions – November 13-14 in Winnipeg - November 18-19 in Ottawa. Facilitation of the follow up to the Canada Aboriginal Peoples Roundtable. Develop a shared definition of success and recommended actions to achieve progress in ECD and K-12 priority policy areas (i.e. jurisdiction and control; access and integration; capacity building and sustainability; and research and curriculum development) relative to Inuit, Métis, First Nations in alignment with the commitments of the Prime Minister and Aboriginal leaders at the April 19th, 2004 Canada - Aboriginal Peoples Roundtable.
• Dokis/PWGSC – In December of 2003 Creative Consulting, was awarded a contract to facilitate a joint visioning process between Public Works and Government Services Canada (PWGSC) and Dokis Indian Reserve No. 9 (Dokis) concerning Phase III of the Heritage Project. The multi-phased Heritage Project was created to bring closure to outstanding historical impacts on Dokis arising from the building, operation and maintenance of dams on the French River Water Control System. The joint vision was finalized in March of 2004. The process was so successful that the contract was amended to include a background paper and Terms of Reference for an Archaeological Survey of lands to be restored. In addition the facilitation process was able to support the parties in finally reaching a binding Agreement in Principle which will result in providing PWGSC a long-term Road Access Permit to Dokis-owned roads in order that they may operate and service their dams.
• Indian Residential Schools Resolutions Canada – In November of 2003, Mr. Chaput participated with the Training Task Group International in the delivery of a seven-day curriculum designed to train adjudicators for the Indian Residential Schools Resolutions Canada€™s Alternate Dispute Resolution (ADR) process. He facilitated all sessions in which former students recounted their experiences of abuse while attending residential school and the resulting impact on their lives. Thirty-seven former judges and lawyers were trained to tackle a backlog of over 12,000 outstanding abuse claims by former students against the federal government and various religious orders.
• Indian Residential Schools Resolutions Canada – Over the summer of 2003, Mr. Chaput in association with the Training Task Group International was the aboriginal consultant in the development of a curriculum for the adjudicators of the Alternate Dispute Resolution (ADR) process. The ADR process is an alternative to the traumatic impact of the current litigation process offered by Canada€™s legal system. The curriculum was based upon consultations with national stakeholders including: the National Working Caucus, the Aboriginal Working Caucus, former students of residential schools, counsel for the claimants, counsel for the Churches, and the Department of Justice.
• Health Canada – During the spring of 2003 Mr. Chaput facilitated the aboriginal roundtables in Ottawa and in Whitehorse and assisted at the Toronto roundtable of the cross-Canada Integrated Pan Canadian Healthy Living Strategy. Representatives of Métis, Inuit and First Nations organizations were consulted to develop a Holistic Strategy that would lead to the vision of a healthy aboriginal population.
• First Nations and Inuit Health Branch – In April of 2003 Mr. Chaput facilitated the aboriginal component of the Integrated Pan Canadian Healthy Living Strategy symposium in Toronto. The national three-day symposium was the culmination of the series of roundtable consultations mandated by the First Ministers at their conference in September of 2002.
• Dokis/PWGSC – In January of 2002 Creative Consulting (CC), facilitated a two-day planning session between Public Works and Government Services Canada (PWGSC) and the Chief and Council (C - C) of Dokis First Nation (Dokis) in order to bring closure to a nine-year negotiation process. PWGSC was seeking a Road Access Agreement allowing them to use Dokis roads while Dokis sought to settle historical issues and acquire certain job-related economic opportunities for their community members. The session successfully generated two Master Action Plans based on the unique vision of each party. Both plans included all the action steps, timelines and accountabilities relevant to their successful implementation and provided a convenient point of reference for identifying where collaboration was of mutual benefit to both parties.
• Dokis/PWGSC – When the dialogue between PWGSC and Dokis broke down during the summer of 2002 the action plans developed in January of that year were brought to a standstill. In November of 2002 both parties agreed to invite CC to facilitate a mediation process through which their working relationship could be renewed. In December of 2002 CC facilitated a series of meetings between the parties successfully re-establishing a positive dialogue and working relationship. Both parties moved forward on their respective agendas bringing closure to a ten-year negotiation process.
• Health Canada – Since 1999, Mr. Chaput has facilitated all the Health Canada, Aboriginal Diabetes Initiative Métis and Off-reserve Subcommittee meetings.
Archival and Market Research
• Lac des Mille Lacs First Nation – 2006 – Archival research for LDMLFN on establishing original membership list the government used to determine the reserve land size vs. the actual number of members that should have been used. Also documenting recipients of forestry licenses in the Lac des Mille Lacs area, what the licenses were for and to whom revenues flowed.
• KPMG – Bilingual client survey for Nipissing Fur Dressers including a market survey of current trends in the fur industry and reports and recommendation based on statistical findings.
