Established in 1982, ENVIRON has grown to over 1200 full-time specialists in over 70 offices throughout North America, Europe, Asia and Australia. From the outset, ENVIRON has provided a broad range of services to clients concerned with the problems of human exposure to potentially hazardous substances in the environment. The strong demand for chemical risk assessment and environmental risk management services that drove the firm's growth in the early years was fueled by the public's insistence that steps be taken effectively to manage exposure and health risks related to the products and by-products of industry and technology.
Phase I and II Environmental Site Assessments
ENVRION has completed environmental assessments of thousands of industrial, commercial and office properties on behalf of manufacturers, real estate developers, sellers and purchasers of properties, and tenants in commercial properties. Many of these assignments have been performed under extremely tight time pressures to meet regulatory deadlines or constraints imposed by closure requirements on real estate transactions.
Our Phase I and II Environmental Site Assessments typically follow the guidance provided in CSA Z768-01 (R2006) – Phase I Environmental Site Assessment and CSA Z769-00 – Phase II Environmental Site Assessment. For multinational clients the work can also be completed to ASTM standards. The objectives of these assessments are to identify whether any recognized environmental conditions are associated with a facility and to characterize what conditions may be. When necessary to meet our client€™s needs, ENVIRON€™s assessment goes beyond the CSA or ASTM guidance in quantifying liability for our clients and establishing baseline conditions at the time of a transaction.
Strategic Planning for Remedial Services
ENVIRON has earned an international reputation for developing cost-effective evaluation and remediation solutions for commercial properties, industrial facilities and hazardous waste sites. From the outset, we work with clients to develop a complete understanding of project goals, drivers, potential legal liabilities, and other factors. We also develop a framework for identifying and addressing the technical and policy issues that will most significantly affect remediation decisions. This phase of the process creates a solid foundation for achieving client goals by establishing strong working relationships with regulatory agencies, community groups and private parties.
ENVIRON€™s experienced professionals provide a complete range of field services to meet project-specific data quality objectives. We often apply our risk assessment expertise early in the site investigation process to ensure that the data collected effectively support future site management efforts. Risk-based evaluations based on preliminary data can help to focus subsequent data collection. Similarly, our data collection, interpretation, and management expertise complements our engineering capabilities, enabling our investigators to provide valuable input into the development of site-specific remediation goals and solutions.
ENVIRON has designed and overseen the implementation of a broard range of remedies, from simple soil covers and remedial excavations to more sophisticated in-situ technologies. Our multidisciplinary approach encompasses a spectrum of remedy design, engineering, and implementation services that includes performing feasibility studies of alternative technologies, designing and conduction treatability studies, preparing design reports and final bid documents, and developing remedy drawings and design specifications.
Clients often ask ENVIRON to peer review site investigation and remediation plans and to suggest modifications to achieve project goals more cost-effectively. We have been successful in reducing the potential costs of implementing remedial designs through independent critical review of design approaches and constructability. This value engineering approach has resulted in potential saving of millions of dollars.
Risk Assessment
ENVIRON€™s interdisciplinary team of scientists and engineers is unsurpassed in the variety of technical skills needed to evaluate and manage environmental risk. Today we offer our clients this unique technical strength, along with an unmatched depth of experience in applying these skills.
A distinct advantage ENVIRON brings to clients is our experience in providing practical and cost effective answers. Different problems require different risk assessment approaches. Our professionals make it a practice to gain a full understanding of a client€™s problem, including the specific regulatory, business or legal context in which it has arisen. We then tailor our risk assessment approach to achieve the most cost effective solution for that problem.
For example, ENVIRON pioneered the use of risk assessment – particularly the application of uncertainty analysis and Monte Carlo techniques – in evaluating the environmental and public health risks associated with the implementation of remedies at waste sites. Our assessments contributed to the reversal of a number of Superfund Records of Decision because either the courts or USEPA finally agreed that the chosen remedy created unacceptable environmental and public health risks. These reversals contributed to the ultimate selection of a remedy that was both protective of the environment and respectful of our client€™s resources.
ENVIRON occasionally advises for some issues that risk assessment approaches are not likely to be useful. We never embark on a risk assessment without clarifying, for ourselves, and for our clients, its direction, its use and its limitations, if any. This practice helps safeguard against misspent resources – both our own and our clients.
Risk-based decisions, whatever the context, are the soundest available guides to ensuring adequate human and ecological health protection and, at the same time, avoiding costly and unnecessarily stringent controls on exposures. Yet these decisions can be problematic – even misleading – unless the risk assessments informing them make full use of the best available scientific knowledge.
The sound conduct of risk assessment rest upon two broad sets of scientific skills: those pertaining to toxicology and the related ecological and health sciences, including epidemiology and bio-statistics, and those pertaining to the evaluation of the magnitude of exposure to chemical of interest. ENVIORN has thus built strong capabilities in both these disciplinary areas. Our professionals work closely together to develop a thorough understanding of the biological and physical-chemical properties underlying the assessment of toxicology and potential for human and ecological exposure.
ENVIRON has extensive experience in indentifying the level of inherent chemical hazards, evaluating the potential for exposure of populations and exposure pathways, and evaluating the potential risk to human and ecological health from chemical exposure.
