SNC-Lavalin, in joint venture with Nishi-Khon Engineering and Environmental Services Ltd, was retained by Diavik Diamond Mines to provide engineering, procurement, project scheduling, contracts administration, logistics planning and field engineering (inspection) services for its Diavik Diamonds Project in the Northwest Territories.
The project is located at a remote sub-Arctic site, 350 km north of Yellowknife, Northwest Territories. The site is accessed by aeroplane or winter road, which is normally useable from the end of January to the beginning of April every year. The scope of work included diking a portion of Lac de Gras to permit access to the open pit mine.
The mine's remote permafrost location and the purity of the water in Lac de Gras have placed severe environmental constraints on the project. However, the innovative design of the dike ensured that there was no environmental damage to the project's ecologically sensitive area.
The project was completed in early 2003, ahead of schedule and below budget. The innovative design of the dike earned Nishi-Khon / SNC-Lavalin Ltd the National Award for Engineering Achievement from the Canadian Council of Professional Engineers in 2003.
HIGHWAY 3 DESIGN-BUILD PROJECTS
Nishi-Khon/SNC-Lavalin has been involved in several design-build projects to upgrade Highway 3 near Yellowknife. All assignments involved providing design services under a subcontract to a local contractor and aimed to improve the safety of the travelling public by improving the roadway alignment, widening the road cross-section and providing a paved surface.
• Boundary Creek to Kilometre 322.65 – design and construction activities necessary to upgrade approximately 18.1 km of the Yellowknife Highway (No. 3), from Boundary Creek (km 304.6) to km 322.65, which is located approximately 17 km northwest of Yellowknife (June 2004 – September 2005).
• Stagg River Bridge to Kilometre 272 – design and construction of an upgrade to approximately 14 km of Yellowknife Highway (No. 3), from Stagg River Bridge (kilometre 256.4) to kilometre 272, which is located approximately 80 km northwest of Yellowknife (April 2001 – September 2002).
• Frank Channel to Stagg River – design and construction of an upgrade to approximately 13 km of Yellowknife Highway (No. 3) from Frank Channel to Stagg River, which is located approximately 100 km west of Yellowknife. This was the first design-build project undertaken by the Government of the Northwest Territories and its Department of Transportation (January 1999 – August 2002).
KIMMIRUT DEEP SEA PORT AND ALL WEATHER ROAD, NUNAVUT, CANADA
Nunavut has no significant roads connecting communities and is wholly dependent on air and sea transport. The Nunavut Department of Community Government and Transportation retained Nishi-Khon/SNC-Lavalin (NKSL) to prepare an economic and technical study on the need and feasibility of a proposed deep sea port at Kimmirut and an all weather road from Kimmirut to Iqaluit. The establishment of an all weather road system from Iqaluit to a deep sea port at Kimmirut would increase the value of existing mineral prospects, stimulate new exploration work in the vicinity and provide the infrastructure for other industries, such as fisheries and tourism.
BATHURST INLET PORT AND ROAD PROJECT
The Bathurst Inlet Port and Road Project involved development of a marine port on Bathurst Inlet connected to the mines and mineral deposits in Nunavut and the Northwest Territories by a new all-weather road. The port and road will be tolled facilities – users will pay fees for storage and handling at the port site and a tonne-per-kilometre tariff to use the road. NKSL is currently providing engineering services in the development of a detailed feasibility study for project, which covers the port site, all weather road, and financial, geotechnical and environmental aspects. NKSL is using a variety of Inuit service companies, and has provided training of local community members, with a view to employing Inuit personnel.
NUNAVUT-MANITOBA ROUTE SELECTION STUDY
Nishi-Khon/SNC-Lavalin is carrying out a two-year multidisciplinary study for the governments of Nunavut and Manitoba, as well as the Kivalliq Inuit Association, to determine the best location for a winter and all-weather surface transportation route linking the communities of Rankin Inlet and Churchill to the existing all-weather surface transportation network in Manitoba. The project is expected to cost approximately $1 billion.
EKATI SAMPLE PLANT UPGRADE AND RELOCATION PROJECT
Nishi-Khon/SNC-Lavalin (NKSL) provided all design and engineering services for the Ekati Sample Plant Upgrade and Relocation Project for BHP Diamonds Inc. NKSL provided all design and engineering services to develop the process flowsheets and engineering design as required for the Sample Plant Project, in sufficient detail for bid packages to be prepared for: • Civil contract
• Steelwork modifications, demolition and re-erection contract
• Electrical and instrumentation contract
• Process equipment purchases
