Richard served two terms as the President of the Fire Chiefs€™ Association of British Columbia (FCABC) and an additional year term as Past-President. Richard continued to work with the FCABC as Special Presidential Advisor, maintaining close contact and completing the development of the Provincial Model for BC`s Fire Service for the future. The report, ‘Transforming the Fire/Rescue Service€™, was presented to the Solicitor General in September of 2009 and later released to the general public.
Richard€™s formal education includes the University of British Columbia (Teaching Diploma-Adult Education), Banff Center for Management (Municipal Management Development Certificate), Canadian Emergency Preparedness College (Emergency Site Management Certificate) and the Justice Institute of B.C (Certificates leading to Chief Officer Level and adjunct instructor – 3 years). He has been awarded the Chief Fire Officer Professional Designation (CFOD). Mr. Lawrie has been part of fire department analysis and strategic planning for many years and is responsible for the first adopted Abbotsford Fire Rescue Services Master Plan which has been recognized as one of the most definitive plans in B.C.

International Capital Projects: Richard, in 2003 represented the BC Fire Commissioner at a seven day work session in Tel Aviv, Israel with the international Homeland Security Agency. Police, Fire and Emergency Planning Officials from all across North America and Europe gathered to exchange ideas and solutions for the growing threat of terrorism.
Richard has worked with the Justice Institute-Fire Academy to teach accredited Fire Officer courses to the fire fighters at Aramco in Saudi Arabia.
