Experience
This section provides only the subset of Intra Delta€™s work experience. Over the course of twenty years, over one hundred projects have been undertaken.
• Contracted to develop a Performance Measurement System for a complex 4 year Public Health Agency of Canada Program to investigate Neurological Conditions in Canada. Work involved a detailed breakdown of the Program into 34 Projects – 16 of which were funded through Contribution Agreements – and identification of appropriate Output, Outcome, and Performance Measures and the means of collecting the data required for the eventual Summative Evaluation. Most of the performance measures were further developed for this Program to allow their use as management tools. (2010).
• Contracted to complete a Mid-Term Review of First Nations and Inuit Health Branch (FNIHB) New Procurement Project for Health Information and Claims Processing Service (HICPS). HICPS is a Major Crown Project with an annual budget of over $800M. At its operational centre is a claim processing system that verifies claims, recipients, and service providers. It also provides a range of management tools and reports. The contractor providing this core system is being replaced, a process that is both dynamic and complex. The project is to perform a Mid-term Review of this re-procurement process and identify gaps and lessons learned. Work includes performing a document review, conducting interviews with current and former staff and drafting a report that will emphasize Lessons Learned. A parallel project goal is to capture information and data that may be subject to loss prior to the end of project Summative Evaluation as seconded Project personnel are returned (2008-09).
• Contracted to work with the Public Health Agency of Canada (PHAC) to develop a comprehensive Work Plan for its Avian and Pandemic Influenza Preparedness Program. This is a $600M, 5-year, 4-Department Horizontal Initiative that is now in its third year and so will be evaluated over the next 18 months. The goal is to develop a work plan that will allow Senior Management to direct additional resources to areas in PHAC that are lagging in order to achieve a positive evaluation outcome. The program requires that work be carried out in a total of 29 PHAC directorates. It has required a detailed breakdown of the MC, the TB Submission and reference to extensive background documentation. The work has included the development of survey tools, interview guides, examination of financial documents and conducting interviews both in-person and by phone. Final Report was well received by the Agency€™s Senior Management Committee and forwarded to the CPHO. (2008)
• Worked as a survey methodologist on evaluation of Health Canada's Women's Health Contribution Program. I assisted with the development and execution of a distributed internet survey that was channelled through nine partner organizations. (2007)
• Study on the Uptake of DFO's Science Sector advice and information by decision-makers within DFO. Identified the issues and developed the questionnaire for an internet survey of DFO's senior decision-makers in order to ascertain the Science Sector's success in meeting goals specified in the Department's Program Activity Architecture. Performed the Analysis, wrote the report and presented results to the Department Management Committee (2006-7)
• Reviewed Computer Filing System for Commissioner for Official Languages and recommended restructuring process and identified a strategic approach that indicated significant efficiencies. (2006).
• Member of the team responsible for the review of the Federal Government€™s Exhibitions Program (currently located within PWGSC). This review included the development of a logic model to replace the current and inappropriate model, identification of success factors and the means of measuring these factors, development of new survey instruments, identifying methodologies for using existing data, and drafting subsections of the report. The work included conducting interviews, reviewing existing departmental datasets, development of tools for data gathering, and collating/synthesizing the information in this data base. The report received praise from both Treasury Board and the client and led directly to the client€™s receipt of several million dollars in new funding. The project leader wrote a special letter of thanks for the insights provided and methods used. (2005)
• Worked with the team performing the Formative Evaluation of Treasury Board€™s implementation of the Revised Audit Policy. Work included development of survey tools, collection of data from Departments and Agencies, analysis of the responses, providing data results to team members and review of the draft report. (2002-03)
• Worked with Consulting and Audit Canada (CAC) personnel on the evaluation of the Employment Equity Positive Measures Program (for Treasury Board). Work included assisting in the development of the evaluation design, collecting data from various sources, analysis of data, and drafting subsections of the report. (2001)
